Eng. Kitaka to remain at KCCA as Ag. Executive Director until further notice
The Minister for Kampala and Metropolitan Affairs Betty Amongi has revealed that engineer Andrew Kitaka, the acting Kampala Capital City Authority-KCCA Executive Director will stay in office until the Public Service Ministry completes the process of recruiting a substantive ED.
This was contained in her letter dated June 25th 2020, where the Minister says they agreed with the Public Service Ministry that Kitaka, whose tenure expired on June 18th, stays in office as the recruitment process for the substantive ED is ongoing.
"Considering that the office of the executive director is crucial for overall coordination of the various directorates and noting that there exists a gap, which should be bridged awaiting completion of the appointment of the substantive executive director by public service commission, i have by the power conferred upon me under article 117 of the constitution and section 79 (2 )of the Kampala Capital City Authority act 2010, assigned you duty of the office of the executive director in the interim as you wait for the appointment of a substantive executive director," part of Amongi’s letter to Kitaka reads.
The minister also requests the Ag. ED, to perform administrative duties of monitoring and coordinating the implementation of government programs within the Authority, handle administrative and management matters of the authority, oversee delivery of service and day to day operations of the authority.
She therefore asked that Kitaka reverts to her for guidance in case there are urgent matters, which arise outside the assignment. Last month, President Yoweri Museveni nominated Dorothy Kisaka as the substantive KCCA ED, and forwarded her name along with four others to the public service commission for interviews to ascertain whether they are suitable for the positions.
Eng. David Luyimbazi Ssali was nominated for Deputy Executive Director, Hajati Sarah Kanyike, Director Gender and Community Development while Dr. Daniel Okello Ayen, Director Public Health and Environment.
